A billionaire property developer has revealed how staff at The Star Sydney helped him transfer $11 million of gambling funds into a casino in one day using a Chinese bank card, disguised as hotel charges.
An investigation into The Star’s licence on Thursday also revealed that casino executives knew Chinese bank cards were not approved to fund gambling but accepted them anyway and failed to disclose those facts to the NSW Gambling Authority.

Phillip Dong Fang Lee said he was “scared” when an employee told him he could pay his gambling debts with a China UnionPay card after losing a lot of money at the Pyrmont casino in 2015.
“Of course I’m very happy,” Mr. Lee told the request through an interpreter. “I have no money in Australia; in China I can borrow money in yuan.”
